  37. <meta content="Australia has a significant private rental market with over a quarter of households
  38. renting their home from a private landlord. Many of these households are on low incomes and
  39. receive assistance from private rental support programs provided by each Australian state and
  40. territory. In spite of these large numbers, little is known about the effectiveness of policy initiatives to
  41. assist low-income private renters. Limited knowledge of the private rental support programs stands
  42. in stark contrast to the detailed research on programs established to address homelessness and
  43. problems within the public housing sector. This paper addresses this lacuna by reporting on the suite
  44. of initiatives currently funded by state governments to assist low-income households (for example,
  45. bond loans and rental deposits, advice and help with removal expenses). Based on a comprehensive
  46. study of Private Rental Support Programs (PRSPs) commissioned by the Australian Housing and
  47. Urban Research Institute, it is argued that though policies to assist vulnerable tenants are
  48. acknowledged as a success by practitioners and clients, their effectiveness as a policy instrument is
  49. undermined by wider structural changes in the housing market. The paper concludes that the stress
  50. faced by many vulnerable households is likely to intensify over the coming years thereby
  51. compounding the pressure on state Housing Authorities to provide more comprehensive packages of

  260. renting their home from a private landlord. Many of these households are on low incomes and&#13;
  261. receive assistance from private rental support programs provided by each Australian state and&#13;
  262. territory. In spite of these large numbers, little is known about the effectiveness of policy initiatives to&#13;
  263. assist low-income private renters. Limited knowledge of the private rental support programs stands&#13;
  264. in stark contrast to the detailed research on programs established to address homelessness and&#13;
  265. problems within the public housing sector. This paper addresses this lacuna by reporting on the suite&#13;
  266. of initiatives currently funded by state governments to assist low-income households (for example,&#13;
  267. bond loans and rental deposits, advice and help with removal expenses). Based on a comprehensive&#13;
  268. study of Private Rental Support Programs (PRSPs) commissioned by the Australian Housing and&#13;
  269. Urban Research Institute, it is argued that though policies to assist vulnerable tenants are&#13;
  270. acknowledged as a success by practitioners and clients, their effectiveness as a policy instrument is&#13;
  271. undermined by wider structural changes in the housing market. The paper concludes that the stress&#13;
  272. faced by many vulnerable households is likely to intensify over the coming years thereby&#13;
  273. compounding the pressure on state Housing Authorities to provide more comprehensive packages of&#13;
